The short answer is yes, you should absolutely get a survey on a new build property. Here's why.
Why New Builds Aren't Always Perfect
There's a common misconception that because a property is brand new, it must be defect-free. Unfortunately, that's rarely the case. New build properties are built at speed, often by multiple subcontractors working under tight deadlines, and snags — minor defects and unfinished work — are extremely common.
In fact, research by the HomeOwners Alliance found that a significant majority of new build buyers report problems with their property after moving in, ranging from minor cosmetic issues to more serious structural or mechanical defects. These can include poorly fitted fixtures, inadequate insulation, drainage problems, roof defects, and issues with heating systems.
The key issue is timing. Once you've completed on your purchase and moved in, getting a developer to rectify issues can be a frustrating and lengthy process. Identifying them before completion puts you in a far stronger position.
What is a New Build Snagging Survey?
A snagging survey — also known as a new build inspection — is a thorough inspection carried out on a newly built property, typically before or just after legal completion. It identifies all defects, unfinished work, and issues that need to be addressed by the developer before you move in.
A good snagging survey covers everything from visible cosmetic issues (scratched surfaces, poorly finished paintwork, misaligned doors) right through to more serious concerns such as inadequate roof insulation, damp ingress, structural cracks, plumbing leaks, and electrical installation problems.
The resulting snagging report gives you a detailed, professional record of every issue found, which you can then present to your developer for rectification before or after completion.
Does a Developer's Warranty Replace a Survey?
Most new build properties in the UK come with a 10-year structural warranty, such as those provided by NHBC (Buildmark) or similar providers. While this warranty provides some protection, it's important to understand what it does and doesn't cover.
A structural warranty typically covers major structural defects that emerge over time. However, it does not cover minor defects, cosmetic issues, or problems that arise from poor workmanship that isn't classified as structural. It also requires you to identify and report issues within specific timeframes — and a warranty alone won't help you if defects are missed at the outset.
A professional snagging survey provides an independent, expert assessment that goes far beyond what a warranty covers. The two work together, not as alternatives.
When Should I Get a New Build Snagging Survey?
Ideally, a snagging survey should be carried out before legal completion — that is, before you hand over your money. At this stage, the developer is still responsible for the property and is contractually obliged to rectify defects before you move in.
However, many developers are reluctant to allow independent surveyors access prior to completion. If this is the case, you can still commission a snagging survey in the days or weeks immediately after completion, during what's known as the "defects liability period." This is typically the first two years after completion, during which the developer is responsible for fixing any reported defects.
What About RICS Level 1 Surveys for New Builds?
A RICS Level 1 Condition Survey is designed specifically for new build and near-new properties. It provides a straightforward overview of the property's condition using a traffic light rating system. While a snagging survey tends to be more granular and defect-focused, a Level 1 survey from a RICS regulated firm provides an independent professional assessment that carries weight with developers.
